What's funny about that is, in Puerto Rico, they'll air nudity (not an occasional but) but breasts and everything. They'll also swear in spanish on their stations. It's just part of the culture of TV there. Even though they are regulated by the same FCC laws we here are in the US. They went for years without a problem, however , recently someone did file a complaint against one of the PR stations and they subisquently got fined.

Really, that's the issue here. The law itself is vague enough that it can be applied to almost anything!

Too many people rely on the government and other sources to edit the content that comes into their homes. Anyone that is offended by the NYPD Blue scene would probably not be watching NYPD Blue, and kids are not going to watch a whole show in hopes of seeing a woman's backside, which to my knowledge they never advertised the show as "In this week's episode, bare butts and blah blah blah..."

As Doc said it is all way too vague of a rule as to what is permitted and what is not. Personally I find bad sitcoms much more offensive than naked women.
